California’s Title 24, Part 6 Building Energy Efficiency Standards set mandatory cool roof requirements for most commercial and multi-family buildings. The 2025 Energy Code, effective January 1, 2026, applies when you replace, recover, or re-coat more than 50% of your roof area or 2,000 square feet, whichever is less. Orange County and Los Angeles County fall primarily within Climate Zones 6, 8, 9, and 10, with zones 10-15 carrying the strictest requirements due to extreme summer heat. For low-slope commercial roofs (the flat or nearly flat roofs common on warehouses, retail buildings, apartment complexes, and office buildings), Title 24 requires a minimum aged solar reflectance of 0.63 and thermal emittance of 0.75. Steep-slope roofs need aged solar reflectance of 0.20 and thermal emittance of 0.75. The “aged” values matter because they account for how materials perform after three years of weather exposure, dirt accumulation, and UV degradation. Any roofing product used for compliance must be rated and labeled by the Cool Roof Rating Council (CRRC). Here’s what that means in plain terms: your roof coating needs to reflect enough sunlight and release enough absorbed heat to meet specific performance thresholds. Not every coating does this. They reflect UV light effectively and work well on roofs that slope enough to shed water quickly. While they don’t handle standing water as well as silicone, they can save you money upfront if your roof’s pitch allows for proper drainage.
